American Red Cross- Disaster Management for CBRNE Events

The American Red Cross required a course that provided an awareness and understanding of how Red Cross services are delivered in a Chemical, Biological, Radiological, Nuclear or Explosives (CBRNE) environment. The target audience for this training was Red Cross Leadership, local Disaster Volunteers and Disaster Services Human Resources (DSHR) volunteers.

Keeping the requirement and target audience in mind, Tata Interactive Systems (TIS) designed and developed a course named Delivering American Red Cross Services in a CBRNE Environment in WBT format. The course comprised of five individual learning objects:

Module 1: Disaster Strikes
Module 2: CBRNE Assumptions
Module 3: Communication and Reporting
Module 4: Roles and Responsibilities
Module 5: Assessment

TIS Project Manager and Instructional Designers collaborated with the American Red Cross Subject Matter Experts (SMEs) to develop the course content and structure, and identify the media elements to be included in the course. Meetings, discussions, and interviews with the SMEs helped to outline the course structure, and obtain content, real-life experiences and media elements such as photographs and videos to be used in the course.

Based on the inputs received from the American Red Cross, TIS designed and developed a Section 508 and SCORM 1.2 compliant course using Lectora 2006 (an Authoring tool used to create html pages). The course content was rich with scenarios, case studies, job aids, and practice activities. Various media elements such as photographs of recent CBRNE events and videos of experts sharing their views and experiences during CBRNE events enhanced the richness of the course.
